On April 13, 2012 the US Department of Treasury published a proposed rule implementing a provision of the Affordable Care Act (ACA) that collects fees from health insurance issuers and sponsors of self-insured health plans. Those fees would fund an independent, nonprofit organization called the Patient-Centered Outcomes Research Institute. According to the IRS, the institute’s research will assist patients, clinicians, purchasers, and policymakers in making informed health decisions by advancing the quality and relevance of evidence-based medicine.

Although comments are being requested by the Treasury Department in response to this rule by July 2012, please be advised that preparations are currently underway by PBA to assist our plan sponsors with calculating the average number of covered lives in which the fees will be based.
